OK, here's my specs.

QDI Brilliant I 100Mhz M/B (warning - you may need the ver 1.1 BIOS if
it's not  there - mine came with BIOS ver 1.0, which didn't support the
higher-end CPUs)
Pentium II/400
Matrox Millenium G100 AGP
Matrox M3D PowerVR (Yes, OK, not supported by GPL, but I don't care...

Creative 3D Voodoo Blaster
Creative AWE64 Value (which I regret - should have gone for the Gold...)
NE2000 compatible network card (for LAN-based games)
128Mb SDRAM @ 100Mhz

On the grid at Monza with a full field and all the effects/detail I get
a steady 20-21 fps at 640x480. In training I get a steady 36 fps. During
a race after the field has started to spread out I rarely drop below 30
fps (and I'm usually seeing 36 fps anyway).

I'm looking to buy a second Creative Voodoo Blaster (when I'm paid
next... 8) and another 128Mb of RAM.

As far as I'm aware, yes. It may slow things down a bit, but it'll save
you having to buy new memory in the short term.

Could well do. Once I start seeing reasonably-priced USB modems over
here in the UK I may well invest. I'll probably be propping up the back
of the grid in my Ferrari, but hey - it's all good fun! (I can run
consistently at Monza in the low 1:33's with the default setup and 8
gallons of fuel; my best at Monza was a 1:31.27 (last night!). At the
'Glen I can lap consistently at 1:13 with a best of 1:10.52 (again last
night). So I'm getting there slowly - perhaps I ought to use some of
Alison's setups... 8)
