Under the win9x control panel, go to display properties and the 3Dfx 
tab, and check out the advanced properties and make sure you have none 
of the boxes checked.

Also make sure you are not using any background graphics to win9x or 
"wallpaper" as this can affect the GPL screen too?

Finally make sure you are using the latest Voodoo2 drivers for your 
card.
