I have the same specs and upgraded from a Voodoo1
to a Voodoo2 (Monster2).

I can run at 800x600 with mostly 36fps.  Having lots
of cars around me (forward and in the mirrors) reduces
the fps to 25+, but its still great!.

I noticed the tunnel at Monaco doesn't reduce my
frame rate now :-)

Have the details set to 1/4 from the left, all options checked
and the mirrors set to Cars & Track.

If racing single player is your style, I run 15 AI and it performs
the same as multiplayer (noted above).  36fps except in lots
of traffic.

Overall, the Monster2 was worth the money!
