Assuming your monitor and video card support power saving, set your
Windows screen saver to "None" and set the "Low-power standby" and 
"Shut off monitor" options underneath to something reasonable.  (I
use 25 and 30 minutes.)  Screen savers prevent screen burn-in, but
they do not extend monitor life, which is measured in hours left 
on.  Power saving extends monitor life and saves power, while not 
wasting CPU cycles displaying something that nobody is watching.
(Just turning off your monitor does the same thing, of course.)

GPL hasn't messed with my machine's power saving options.
