The best software for decoding a METAR/TAF is to use Cirrus, from GTE
Duats. (Or use their web interface).  You can request the briefing in
"Plain English", which decodes it for you.  Cirrus is Free and does much
more!  All you need to do is register with your Medical (as a student
that is)
