I've never seen anything in the regulations that prevents someone from getting a
PPL because they have a criminal record, as long as the offense was not drug or
alcohol related.  See FAR 61.15 for details on drug/alcohol offenses.  Even with
those, after a certain "clean time", a person can get his certificate.  If your
friend doesn't plan to go beyond PP, he should have no problem.  However, if he
plans to make flying a career, his criminal record might cause problems.
