Though I agree conceptually, it wouldn't be at all
surprising if the requirement were driven by the
FBO's insurance company rather than the FBO. A number
of years ago I flew out of a place that had just such
a requirement: No grass strip flying (even though the
very airport the FBO was based at had a grass strip
they used for training) without an instructor on board.

That was solely an insurance requirement according to
the FBO owner.

I still think it was pretty silly ....
