This sounds as though the nose strut was deflated, so that no "shiny
metal" from the strut was showing, the plane was nose low and tail
high, is this correct?

But this I don't understand:

What does the nose strut being deflated have to do with brake fluid?

I'm not sure what the fluid you saw on the nosegear was but unless
this Cessna has very unusual brake line routing, it wasn't brake 
fluid.  Know your systems!

No, it's not normal.  A new engine should develop full rated power,
if anything more quickly than an old engine.
