I think you both are *grin*

My POH defines Vfe as "Maxiumum Flap Extended Speed", but explains
this is the 'highest speed permissible at which wing flaps can be
extended', *not* "highest speed at which *maximum* wing flaps...".
(ooooh-a trivial word change with a significant difference in meaning)

But the "Normal Procedures" section of a number of aircraft specify
that a certain degree of flaps can be operated at a higher speed.
For example, the 172P POH specifies that 10 deg of flaps can be 
operated at speeds below 110 kts.

Check the POH for his Warrior; if it's legitimate to extend some
flaps above Vfe, the POH should inform you of this.
