I mentioned this to a civilian controller friend of mine
(a center controller, though, rather than someone in a cab)
and asked him why he thought military towers did it and
civilian didn't.

Rather than answer the question, he just went off on a
tirade about pilots wanting controllers to do everything
for them. You know the lines: "We can't fly the plane for
you etc etc."

Took me a while to convince him that I hadn't been suggesting
it. I suspect he was having visions of having to issue
"Cleared to advisory frequency, cancel IFR ... , check gear
down, and how's your prop looking? Oh and don't forget your
carb heat if you have a carburetor in that plane. Your seat
belts all tight?" to every plane flying an approach at a
non-towered airport. :-) :-)
