I understand now.  You're refering to negative numbers, I'm referring 
to absolute value of descent rate.  Thank you for clarifying.

Yes.

Your post did not mention a full control deflection slip at Vfe
with flaps.  You simply mentioned slowing to the top of the white
arc.  Those are different parameters.  Let me quote:

note: no mention of slip.  This is apples-to-oranges of what I'm
talking about, and I think that was clear.

And at about the same more rapid rate as it would have if you'd
been at the top of the white arc in an archer with full flaps,
and done a full control deflection slip.  Been there, done that.

Now, if you're willing to do a full control deflection slip at Vno,
you'll come down even faster, but personally I'm not for a number
of reasons.
