I assume you mean "maximized"?  IME no.  You get a good descent rate
there, but if you really want to come down do all of the above then
slip.  Even 20 degrees of flaps then slip. 

That'll get you about the same rate of descent as Vno.

Personally while I'm willing to dive at Vno, I'd stay away from
Vne.  In an emergency, it's too easy (esp for a slick plane) to
go from just under Vne to just over it and I'm of the school "never
exceed means NEVER EXCEED and this means you" (credit to Sammy Mason)
