Yes, except if somebody goofed.  The runway at Stovepipe Wells (L09) in 
Death Valley is 5/23, which turns out to be very close to the *true* 
heading (it actually should be marked 3/21).  This was probably the 
result of someone mistakenly using Survey data (based relative to true 
north) to denote the runway's direction.
