No; where did I say that? 

I'm saying that the money/hours to obtain the certificate should 
not be the only concern when budgeting for a pilot's certificate.

And I'm saying that if a person has budgeted money for flying
what, for me would be a reasonable amount to maintain proficiency
*after* the certificate (say, to fly 4 hrs a month or 48 hrs a
year), it seems to me that some extra hours to earn the
certificate should not mean the difference between being able
to finish or not being able to afford to finish (it might take
longer).
