No, the sectional is as correct as they can get it **at the time of 
printing**.  But this leaves two big problems:

1.  They make mistakes, and sometimes it takes years to get them corrected. 
[Anyone recall how many years it was before they got the errors straight on 
the Class-B around Houston?  That NOTAM correcting the bearing offset was 
there forever!]

2.  Second, they may do things like realign the VOR *after* a sectional is 
printed.  Or even move the VOR altogether!!!

The problem is that the sectional is printed only once per six months and a 
correction may not even get in the next edition then.  The AF/D comes out 
every 56 days (and the updates every 28).  The NOTAM system is supposed to 
make up the immediate solution but a) sometimes they don't get distributed 
widely (if at all), and b) once the correction is publised then the NOTAM 
disappears - even if it is not yet in all the charts.

Good example: Come this Dec 3rd, the AUS vortac goes away to be replaced by 
the CENTEX vortac.  All the victor routes around central Texas move "a 
little".  Dec 3rd will match the TERPS but not all the sectional publishing 
dates.  It may be as late as October (according to the FAA) before all the new 
maps, etc. finally have the changes (if everything goes well).
