If it is green, it's anti-freeze/coolant -- no doubt. There is probably a hose
or lenght of tubing that is cracked and leaking. As the engine heats up, and
the water pump begins to circulate the fluid, it sprays from the cracked hose
or tubing. Depending on how the cooling system hoses and tubes are routed,
that leaky area could very well be near a wheel.
